EMPIRE CITY
The seat of the Lord Zed's Evil Empire, Empire City is possibly the only place on earth that resembles a city anymore. After Zed defeated the Power Rangers he was so proud of his accomplishment he decided to make Earth his new home. He did this for several reasons, the first of which was simply as an act of insult. He wanted to make sure any surviving rangers or Ranger supported knew that he was the man in charge and that he was not going to be defeated any time soon. The second reason he made his base on earth was a renewed interest in the Zeo Crystal. After defeating the Rangers and establishing a home on Earth, Zed decided that he was going to take the Zeo Crystal's power. Though to do this he would have to find someway to get in contact with the crystal. Bringing his resources to earth would allow him to research a way of getting into contact with the crystal without the possibility of it being moved to another location.
As Zed started his research his army started to develop into township and eventually a city. The city became home to thousands of monsters all making earth their home and solidifying their grip over the planet and in turn making Empire City the new Capital of Earth. As the capital of Earth and the location of the Zed, Empire City is a huge target for both the Rebellion and the Power Rangers. In order to combat this threat, the city is home to numerous defenses,starting with Finster's monster maker and a Large army barracks. Other defenses include an enormous putty patrol roaming the outside of the city and The evil Zord, Serpentera being housed underneath the city in case of emergencies. These heavy defenses make Empire City one of the hardest places to infiltrate in the known universe.
Despite the fear permeating the city and the tight grip Zed's forces hold over it. Those who live in the city are considered very lucky, they are provided with food, water and recreation to their hearts content, along with protection that is second to none. So long as whoever lives there serves Zed without question, people can live a life free from pain if not from sorrow. These perks are enough to convince many humans to want to live in the city which results in them taking menial jobs in order to live a life of relative safety. Zed is well aware of many human's desire to live in his self styled utopia and is all too aware of the human's importance to the Power Rangers. Letting humans live within his walls only serves to protect Zed from harm as he will stoop as low as he needs to ensure his safety.
